Town of Silver City Community Development Department (Town Building Official)

The town hires a building inspector certified by CID, and its residential permit guide has the Town Building Official inspecting foundation, frame and final work and issuing the certificate of occupancy. Its guide says separate electrical, plumbing and mechanical permits come from the state. Grant County itself issues no building permits and directs builders to CID in Las Cruces.

Town inspections and footings
The Town of Silver City Permit Guide for Residential Construction (2015) requires foundation, frame and final inspections by the Town Building Official, with requests one working day ahead, and states that footings must reach the frost line or a minimum of 18 inches below finished grade. It also points owners to the Environment Department for a liquid waste permit.

Grading and lot splits
The town's Planning & Permitting page says a drainage and grading permit is required prior to construction, and that an administrative subdivision with a survey is required to split one parcel into two, both inside the town limits and within the town's Extraterritorial Zoning (ETZ).

The state's residential energy code, 14.7.6 NMAC Table 301.2, lists Silver City at 5,895 feet in climate zone 4B, a cooler zone than Deming or Las Cruces on the desert floor below.

Outside the town
Grant County's Building Permits page says the county does not issue building permits, sends builders to the Construction Industries Division office in Las Cruces, which also handles trade permits and inspections, and notes that CID will not issue a building permit until the floodplain development permit process is complete.

Land near Silver City is rarely flat. Lots on the edge of town climb over rock, and rural Grant County parcels run from grassland toward the Gila forest country, so the pad location sets the grading bill before the building does. Keep runoff from the slab and away from drainage paths, which run hard during summer storms. Off the town system, a domestic well needs a permit from the Office of the State Engineer, and the Environment Department must permit the septic system before the house begins.
