County review before CID: Luna County's Planning Department reviews every building permit application for compliance with county regulations, including floodplain management, before submission to the Construction Industries Division in Las Cruces. It also handles claims of exemption, subdivisions, variances and conditional uses for unincorporated land.
Permit form inside Deming: The building permit application the City of Deming posts is CID's Multi Purpose State Building Application, which asks for the general builder's name and licence number, the construction type (wood, metal frame, masonry, adobe, metal structure) and the climate zone. The city's Planning and Zoning page links the zoning map and CID.

Well and septic spacing: Luna County's Code of the West primer (2013) says most drinking water in the county comes from individual wells, that wells must sit at least 100 feet from a leach field, and that the county may require an enhanced or alternative septic system for many new systems because of density and poor soils.
Deming Ranchettes: The same primer warns that many land-for-sale offers are half-acre Deming Ranchette lots, that most remain vacant and unusable, and that some are too small to build on because a well and septic system cannot be separated enough.

The first question on Luna County land is whether it can hold both a well and a septic field with room between them. A domestic well needs an Office of the State Engineer permit, and the Environment Department must permit the septic system before the house is started, so an undersized lot can stall a project before any drawings matter. Check legal access too; a track across the desert is not always a recorded right-of-way. The ground is flat, but arroyos still carry sudden runoff after distant storms, so keep the pad out of them. Metal building homes suit the heat and wind here when the slab is set high and drained.
