Valencia County does not issue the building permit itself. Its permit application tells owners to take plans to the Construction Industries Division in Albuquerque for the building inspection permit, and states that CID handles all inspections and the final occupancy certificate. The county's zoning and flood review comes first.

Tribal land: The county's website lists the Pueblo of Isleta among the local governments. On Pueblo trust land the tribal government has jurisdiction, and county zoning and state building permits do not reach it.

Valencia County Code Enforcement states that any structure of 120 square feet or larger needs a Valencia County zoning and flood review before construction begins.

Energy code climate zone
The state's 2021 residential energy code (14.7.6 NMAC) lists Los Lunas at 4,856 feet in climate zone 4B and Belen at 4,800 feet in climate zone 3B, so insulation requirements can differ between the two ends of the county.

A domestic well needs a permit from the Office of the State Engineer. Under 19.27.5 NMAC a single household is normally limited to 1.0 acre-foot a year, subject to tighter limits set by a court or a lawful local ordinance.

Building on land near Valencia County

Much of the open land near Valencia County is sold in parcels big enough for a house, a shop and some animals, but services thin out fast once you leave the valley floor. On the mesa subdivisions east and west of the river, plan on a permitted domestic well or a water company connection, and an Environment Department septic permit issued before the house permit. Check the FEMA flood map too, since the county's flood review is part of its sign-off.
