Inside the city limits, Roswell's Building & Inspections Division takes building permit applications through its online portal and inspects the work. Since 1 January 2026 the State of New Mexico has handled electrical permits, plan review and electrical inspections for Roswell until further notice. Land outside the city answers to Chaves County instead.

The City of Roswell's Building Codes sheet lists a 10 psf ground snow load, basic wind speed of 115 mph with exposure (roughness) category B, a 12-inch frost depth, 20 psf roof live and dead loads, and Climate Zone 3B, alongside the 2021 IRC as adopted in New Mexico (NMRBC).

The division's Checklist for Residential Plans (revised 14 April 2026) asks for two sets of submittal documents including a site plan with setbacks and a drainage plan, engineering calculations, and soil investigation (geotechnical) reports, and requires density and compaction tests before any foundation is poured.

The New Mexico Bureau of Geology and Mineral Resources describes the Roswell Artesian Basin as covering more than 4,000 square miles of the lower Pecos Valley in Chaves and northern Eddy Counties, drawing its irrigation and drinking water from a karstic artesian limestone aquifer and a shallow alluvial aquifer.

The artesian basin under the valley has been pumped hard for farming for generations, so ask about well depth and water quality on neighbouring parcels before you buy.
